Zo wordt er gestreefd om zo veel mogelijk sectoren erbij te betrekken. Voor sommige ervan kan men echter enkel hun ruilwaarde en niet hun meerwaarde monetariseren; niet te min dient men ze te ontwikkelen. We denken o.a. aan de kleine vzws - doorgaans zijn deze afhankelijk van subsidiëring - die wanneer zij een grotere doelgroep willen gaan bereiken zich genoodzaakt voelen om hun gedachtegoed amyotrophic lateral sclerosis een product te gaan beschouwen. Men dient dit als een ruilwaar aan te bieden; ook al is de opbrengst gering. Het stelt chick in staat om een grotere onafhankelijkheid aan de dag te leggen . De kritiek die aansluit bij de negatieve gevolgen die door het winstbejag worden veroorzaakt lijkt dan ook evident. De vraag naar wat er al dan niet in de gemonitariseerde markten moet worden opgenomen maakt een onderscheid in de kapitalistische belangen duidelijker. Er zijn niet verhandelbare condities, waarbij men er soms de mogelijkheid in ziet om enkele daarvan onder te brengen in een tweede categorie, deze van de verhandelbare condities. In de kapitalistische context betekent dit heden ten dagen digital audiotape er geprivatiseerd wordt. Natuurlijk zijn er ook pegleg d e producten die tot de laatste categorie behoren, dez! e die niet verhandelbaar zijn / niet verhandelbaar mogen zijn. Deze die daarin wel verhandelbaar worden gesteld mogen niet gemonetariseerd worden. De overheid moet zich enerzijds organiseren in overeenstemming met de economie omdat zodoende de nationale welvaart een groei kent. Anderzijds wordt deze eigen nationale economie afhankelijk gemaakt van de internationale wanneer zij enige kans op voortbestaan wil hebben. Wanneer vrijhandel een must voor de winst is, betekent dat ook de concurrentie moet worden bevorderd. Op zijn beurt stimuleert deze de drang naar concentratie. Een te algemene afzetmarkt is niet rendabel. Daar waar concurrentie participanten kan elimineren daar zorgt een concentratie voor een verstrekte positie na overname van de uitgeselecteerde(n) . De geoorloofde concurrentie is bovendien bij voorbaat niet al te positief. Er zijn gevolgen ? o.a. de ongelijkheid voor de basiscondities (vb de geografische ligging), marktspelers die al dan niet bij voorbaat worden gesteund, ongelijke verdeling van een wenselijk basiskapitaal en ook vitale basismechanismen kunnen worden afgebroken - die in het verlengde lig gen als deze van de ongenadige macht van megaconsurns! . Een bredere benadering van het neoliberalisme wordt vervolgens bekomen door het begrip democratie te analyseren. Het betreft een geheel van principes over de ordening van macht-en gezagsrelaties tussen sociale eenheden . Algemeen gesteld betekent dit dat de basis van die sociale eenheden bij machte dient te zijn om te besluiten, uit te voeren en om te controleren. Het is vanzelfsprekend dat de basis de macht moet hebben en behouden. Dit omdat alle mensen streven naar ontwikkeling ? wat zonder macht nooit volwaardig en voor de gehele massa onmogelijk is ? alsook het de basis is voor een normatieve ordening van de menselijke samenleving. Het beslissingsproces kan echter door de basis niet altijd zonder problemen verlopen - wat tevens een gevolg is van het maatschappelijke proces van roldifferentiëring en arbeidsverdeling. Door representatie en delegatie wordt een afgeleide macht gecreëerd. De representatie moet mogelijk zijn, efficiënt en men dient te weten dat alleen de basis de oorspronkelijke macht heeft. Maar ook wanneer zowel het midden als de top van de maatschappelijke ordening slechts een afgeleide en representatieve macht vertegenwoordigen, kan de ontwikkeling met de minste problemen gebeuren, de basiskenmerken van de representatie in acht genomen. Verder kan het principe van centralisering , gekoppeld aan veralgemening, egalisering en integratie, verbonden worden aan de ordening van machts -en gezagsrelaties tussen sociale eenheden. Het spreekt voor zich dat met een dergelijke strategie een controle wordt behouden die een negatief put together heeft op de ontwikkeling van elk individu op zich. Evenzeer zijn maximale input en output een noodzaak voor een goed functionerende participatie aan het algemeen belang. Zelfs als we rekening houden met het sociaal Darwinisme, waarmee velen hun eisen willen hardmaken, is het niet onmogelijk om een maximale input te verwezenlijken. We hebben reeds het beeld geschetst waarin het ontstaan van de democratie duidelijk is geworden. Meer specifiek bet! ekent dat, met de nadruk op representatie en delegatie, in het ontstaan van de moderniteit de representatie centraal komt te staan. Sinds de 19de eeuw zijn parlementaire regimes ontstaan met meerder partijen, waarvoor geldt dat de verkozen vertegenwoordiger hun kiezers, hun partij en het gewest of natie dienden te vertegenwoordigen. De verdere ontwikkeling ervan maakt ons duidelijk dat het geheel deerlijk in gebreke blijft. Bijvoorbeeld het hard maken van de stemplicht, omwille van de maatschappelijke afhankelijkheid, maar ook door de scheiding van wetgevende ? uitvoerende en juridische macht. Naast het wereldkader, waarin de vier genoemde machten werkzaam zijn, dienen we aandacht hebben het internationale, continentale en het nationale terrein. Daarbij moeten we de belangentegenstellingen op economisch en politiek vlak in acht nemen. Voor de eerste twee terreinen geldt er echter weinig vernieuwing op te merken. Wat rest is dus het nationale dat met België als voorbeeld wordt bes proken. Naast de verzuiling, deze is één van de 2 structurele condities binnen de context waarin het politieke leven zich afspeelt, is er de pacificatiegedachte. Die stelt dat sociale tegenstellingen ten alle tijden moeten worden vermeden, sinds de jaren ?60 t.e.m. de jaren 70 is men er in vele opzichten ook in geslaagd. De doelstellingen van de sociale beweging in deze periode waren enigszins duidelijk maar gedurende de volgende twee decennia kreeg het sociale verzet te kampen met invloeden van het postmodernisme . Er ontstond in deze periode de Nieuwe Politieke Cultuur (NPC), het engagement steunde op voluntarisme en idealisme, aangezien men een beroep doet op de goede wil. Het gevolg was echter dat deze nieuwe partijen en formaties binnen partijen gedoemd zijn te mislukken want zij gaan niet uit van een sociale beweging. Ook omdat hun ideaal, de citoyen, een universeel begrip en niet klassengebonden is. De oude politieke orde, waarbinnen de NPC ontstond, ondergaat een cri sis door onfunctionele basismechanismen. Ze neemt de ! politieke programmas niet onder de loep maar veeleer buigen zij zich over formele problemen. Een efficiënter en een méér prestatiegericht politiek bedrijf dat vrij is van corruptie en bedrog dat tegelijk dichter bij de burger komt te staan aanziet men als een hoogstaande prioriteit. Wanneer mensen een zelfbewustzijn en een positieve zelfwaardering aan de dag leggen is een nationaal besef mogelijk. Vanuit dat besef is het vervolgens mogelijk om te streven naar een politieke eenheid en zelfbeschikking - de staat. Als deze (politieke)beweging de eigen natie, met daaraan een politiek apparaat ? een soevereine staat met zelfbeschikkingsrecht eraan toegevoegd - hoogwaardig gaat prijzen is het nationalisme reëel. In negatieve zin wordt dit gebruikt voor andere belangen en politieke doeleinden, het behoort de rechtsgezinden toe die doorgaans ook international zijn. Positief betekent dit dat men eigen soevereiniteit erkent maar niet tracht te verzanden in ongelijke afbakening v an volkeren en gemeenschappen, dit is doorgaans links getint en minder internationalistisch, zoals uit W.O.I. bleek. Tevens schiet het nationalisme als vervangende (of ondersteunende) factor in de internationale klassenstrijd tekort. Een ander gevolg van de economische politiek die het neoliberalisme huldigt zijn de ontheemden, vluchtelingen, asielzoeker en ook de migraties . Deze invloed berust niet alleen bij de economie maar ook hebben de drie andere genoemde machten er, elk op zich en door hun interactie met elkaar, schuld aan. Voor deze mensen wordt hulp en opvang (slechts) in die mate geboden wanneer zij binnen de economie van enig belang zijn; leve de toerist. Het betekent dat men de Europese grenzen hard verdedigt ? op een vrij onhumane wijze (zij het nu financiële of materiële hulp). Evenmin deinst men er voor terug om ook op politiek vlak de strijd aan te gaan. Evenwel hebben zij economische, sociale, politieke en culturele rechten die feitelijk ten alle tijden na ar behoren dienen te worden gerespecteerd. De bestaan! de maatschappij wordt dan ook overspoeld door nieuwe en vreemde elementen, samen vormen zij het zogehete samenlevingsverband. Verscheidene modellen als assimilatie, gettovorming en democratisch etnisch en cultureel pluralisme zijn mogelijk om een oplossing ? met een positief en/of negatief effect ? te bekomen. In deze context van samenlevingsmodellen geschiedt het monoculturalisme en al dan niet het multiculturalisme. In een maatschappij waar dus meerdere samenlevingen bestaan gaan individuen op zich, in groep of in maatschappij een ideologie verdedigen die ijvert voor etnische, culturele en nationale diversiteit, gebonden separatisme. Het is ook mogelijk dat men voorstanders is van veralgemeende regels zonder deze specifiek te gaan universialiseren. Als ook dat alle personen, groepen, gemeenschappen pleiten voor één coherent mondiaal geheel zonder de vernietigende interne contradicties. Wat mensen er toe aanzet om binnen deze maatschappelijke context ? met inbegrip van het naast elkaar bestaan van verschillen culturele gemeenschappen (allochtonen en autochtonen) - verschillende ideologieën te handhaven met het oog op het verzekeren van alle basisbehoeften kunnen we samenvatten onder de term veiligheid . Deze wordt, voornamelijk door de overheid, niet voldoende getemperd. Veiligheid wordt onder meer verzekerd door justitie. Het is echter zo dat justitie faalt, de trias politica  zijn niet meer naar behoren op elkaar afgestemd. In de huidige periode van het gerechtelijk systeem is niet meer de inhoud of juridische autoriteit van belang maar eerder de vorm van de procesvoering. Er is reeds een grote technische achterstand ontstaan, het ontbreekt de wetgeving aan coherentie, het richt zich op controle en toezicht - eerder dan diepgaande oorzaken te gaan bepalen. Individualisme is een feit dat zich vandaag de dag harder doorzet in alle maatschappelijke sectoren. Aan de basis liggen economische dynamieken die de arbeidsdeling hebben doen toenemen en waarop de scholing zich diende af te stellen. Indivi! dualisme is voor de vrije markt een unicum. Het gevolg daarvan is dat zij die niet tot de bourgeoisie behoren door allerlei vormen van sociale oppressie en uitsluiting er toe gedwongen worden om op zichzelf terug te vallen. Egoïsme, verloedering van de verantwoordelijkheid en relativisme zijn troef geworden. Alleen voor onszelf zijn we verantwoordelijk, als het ons schikt. We geven toe aan onze ziekelijke eigenliefde, we zijn de vrucht van de commercialisering en onze eigenwaarden die we te goeder trouw zouden vervangen verkrijgen mogelijk een eenzijdige dimensie. In deze lijn ligt, mede sinds de industriële revolutie, de zogenaamde scheiding tussen privé-eigendom en privé-leven. Het is jammer dat daardoor vele waarden van ons breder sociaal engagement zijn gaan verdwijnen. Het gezin is echter geen onafhankelijk gegeven.

Het kan geen wereld op zich worden waarin we denken te geloven dat verloren gegane waarden als bij toverslag ons tot het goede zullen (en moeten) bekoren . Wat ons mede helpt om die droom te kunnen concretiseren is het aangenaam tijdverdrijf, het entertainment waarbij we het contrast tussen onze arbeid en onze vrijtijd verzachten. Wat vermaak verzekeren kan is dat wat arbeid voor ons realiseert - het vraagt om bevrediging van onze daarbij opgewekte lustdrang. Het vermaak behoort in de economische context van het winstbejag thuis. Daarbij heeft het een eersterangs positie verworven omdat het een economische surplus, verbreding en intensifiëring van de markt, uitbreiding van de vrije tijd en een eigen industrie tot stand heeft kunnen brengen. Een eerste gevolg i s dat kwaliteit en kwantiteit nauwelijks in elkanders! verlengde liggen, iets wat functioneel is verre van onschuldig. Er zijn namelijk ook gevolgen aan verbonden? in de lijn van die van de ongenadige macht van megaconsurns - zoals de vernietiging van de natuur en de verspilling. Men vervuilt, rooft en vernietigt. Naast het vermaak hoort ook het toerisme in deze economische sector thuis. Men kan spreken over een expansief toerisme dat, naast de soortgelijke gevolgen van het vermaak , samen met de massapromotie van de sportevenementen het vluchtideaal vergroot. Het televisiemedium is eveneens geen onschuldige - zowel op cognitief, emotief als actietendentieël gebied weet ze mensen te beïnvloeden. Door het complex, verweven en manipulatief gebruik van beeld, woord en klank is het voor de ontvanger ervan niet eenvoudiger op geworden. Informeren, onderrichten en vermaken hebben aan essentie moeten inboeten. De media heeft haar macht op het voogdijschap in die mate weten te vergroten - een grote onafhankelijkheid werd verkregen waa rbij men de kijker slechts op interactieve wijze laat participeren aan hun verstrengeling - dat de leugen en waarheid kunnen worden verweven zodat de kijkcijfers kunnen groeien. Macht betekent voor de media een zelfstandig kapitaal, werkzaam volgens de wetten van de markt waarbij ons onafhankelijkbewustzijn gretig wordt verwoest. Verder heeft de neoliberale economie haar macht d.m.v. de cultuurproducten weten te vergroten, geen goede ontspanning zonder luxe aangezien de kunst licht en opvallend verteerbaar is. Het meest belangrijke blijft dat we doorgaan met het ijveren voor de algemene verbetering van de mens en de natuur. Want al heeft het maatschappelijke verzet - dit dat sinds de jaren 60 ontstond vanuit verschillende bewegingen - iets kunnen realiseren (maar niet op het vlak van menselijke waarden) het is nooit af. Veelal hebben dergelijke sociale bewegingen interessante doelstellingen maar blijven ze jammer genoeg beperkt tot één specifiek domein. Daarbij zijn méér en actievere participanten gewenst waarbij men het g! ebeuren dient te radicaliseren, te internationaliseren en uit te breiden naar alle deelterreinen van het maatschappelijke leven. Het vormt de motivatie, de inzet van sociale actiegroepen die tijdig dienen over te gaan naar sociale bewegingen om vervolgens via politieke bewegingen een politieke partij te kunnen vormen. De volgorde is specifiek alsook de juiste momenten. Met een dergelijke inzet moet men zich gaan toeleggen op de economie, in al haar aspecten, de overheid en haar politiek, de ideologische sfeer en in geringere mate ook op de culturele sfeer. Bespreking. Bij aanvang van een bespreking wil ik het volgende opmerken. De vele conclusies die worden getrokken - waarbij de vele feiten dat ontegensprekelijk ondersteunen ? worden op een zodanige wijze op de voorgrond in het relaas over het neoliberalisme geplaatst dat men gedwongen zou zijn om enkel op basis van die feiten de conclusies te bevestigen. De filosofische redenering staat op de achtergrond centraal, wat missch ien betekent dat men veeleer Kruithofs filosofische en analytische kijk zou moeten kennen om daarin te kunnen volgen, zonder afbreuk te doen aan diens inzicht en verhaal. Niettemin zijn de conclusies (meestal) ontegensprekelijk, zij het dat ze kunnen worden bevestigd door parate kennis of door aanvullend onderzoek. Wanneer recensenten en critici zich uitspreken over het ontbreken van bronnenmateriaal hebben zij een punt als het gaat om het wetenschappelijke gewicht inzake de geldigheid van de feiten. De nadruk in het werk ligt echter meer op een opus magazinenum van een denker die vanuit zijn maatschappelijke positie verhaalt over die samenleving. Het begrip neoliberalisme wordt in het boek grondig voorzien van een gezicht. Het betekent dat J.Kruithof het huidige wereldkader op een rationele historische wijze analyseert en daarbij ook de continentale en regionale benadering niet ontziet. Natuurlijk staat Kruithof met zijn relaas ? gelijkend op een logische sequentie waarin de f eiten elkander versterken om zo tot harde en diepgaan! de constituties te komen - in de adat van denkers die het maatschappelijke (opnieuw) verdedigen. Is het dan zo gewoon dat men in een dergelijke traditie staat, aangezien men ook meent te zeggen dat hij een filosoof van de woede is? Tegenwoordig heeft de intellectueel zich ? wijzend op de redelijke determinanten binnen het kader van de industriële revolutie ? op dergelijk wijze weten te ontpoppen dat diens intellectualistisch elitarisme heeft bijgedragen aan nieuwe conventies inzake zijn maatschappelijk engagement. De vernieuwing van de wetenschappen en het daarbij aanvullende samenwerkingsverband met de massa is een feit. Eveneens heeft de universitaire wereld haar eigen wereld tot een vesting gevormd ? het wordt kil op de noordpool. Sinds de twintigste eeuw is er over het (sociaal) maatschappelijk engagement een vernieuwend model geformuleerd. Omwille van de maatschappelijke veranderingen zijn de intellectuele middens zich sociologisch en ideologisch anders zijn gaan orià«nteren. Zeker is dat J.Kruithof getuigt van een sociale oriëntering waarbij we in acht kunnen nemen dat het zich richten tot de massa niet zonder problemen verloopt, gegeven de kennisbarrière en hiërarchische structuur. Maar ook wordt een individu in zijn streven naar ontwikkeling misleid en belemmerd. De reële waarden die in een persoonlijk streven essentieel zijn ? zekerheid (alsook voorzienigheid) ? en die de mogelijkheid omvatten om te evolueren in eigen traditie worden ontzien. We leven in een maatschappij waarin het aanwakkeren van de mimetische rivaliteit  de mens als zodanig een rad voor de ogen doet draaien opdat diens af-reactie ? aangezien hij na een harde dag werken zijn lustdrang dient te bevredigen - kan worden gekanaliseerd. Het is de economische grootmachten erom te doen dat men de massa zo goed mogelijk kan domineren, regeren en amuseren. Kortom een reëel bestaande kloof tussen de massa en de intellectueel. Samengenomen gaat het om het volk dat pa rticipeert aan de maatschappelijke belangen en om de ! intellectueel die eveneens in die maatschappij staat waarin deels dezelfde belangen zijn opgenomen. Niettemin is het, kan het zijn taak zijn om de aan de gang zijnde toestanden die op algemeen economisch, sociaal en cultureel vlak een concentratie vormen en die onzekerheid bepalen te analyseren. Alsook om het alternatief en het mogelijke verzet van een perspectief te voorzien. Natuurlijk is hij in die mate sociaal betrokken dat het hem gaat om verstandelijke weerstand tegen die mechanismen en dominantie . Meer specifiek houdt dit in dat de intellectueel (voornamelijk) de waarheid zoekt en deze ook vertelt. Zoeken betekent dat men moet kunnen bepalen wat belangrijk is. Anders gezegd, dat de beoogde triviale waarheid deze dient te zijn die over kwesties gaat die voor mensen belangrijk zijn en waar zij ook iets aan kunnen doen. alsmede dat de toehoorders de juiste zijn . Is die waarheid gevonden? Datgene dat wordt gezocht is wat de massa, de basis van de maatschappij, belemmert om vo lwaardig te kunnen streven naar ontwikkeling. Aan de hand van een historisch onderzoek bepaalt men hoe de gemeenschap is samengesteld. Dat betekent te zeggen hoe elke economische, politieke, ideologische en culturele determinant zich onderling verhoudt, alsook hoe deze het sociale geheel samenstellen. Natuurlijk gaat dat niet zonder het verleden te kennen, aangezien ook J.Kruithof zelf zegt dat dit een bron van informatie is om heden en de nabije toekomst aan te vatten. Eveneens wordt door deze determinanten - het samenspel en ook in elk gebied afzonderlijk ? te gaan onderzoeken binnen een wereldkader, waarbij de opdeling van centrale, semi-periferie en periferie gebieden, en binnen internationale, continentale en nationale domeinen het geheel geconcretiseerd zonder daarbij afbreuk te doen aan de kwintessens in elk gebied. Het resultaat - wat het neoliberalisme definieert als een complex ideologische macht die ongenadig, rijk en niet zonder ernstige gevolgen is?is een economisch, po litieke, ideologische en culturele omkadering als dus! danig. In deze omkadering leeft het individu, op zich, in een gemeenschap, in een samenleving, als ook de intellectueel. Het kader wordt steeds gekenmerkt door traditie, dat gene wat dwars door de tijd blijft bestaan. Bedoeld is te zeggen dat het morele en ethische dat de mens aan zichzelf oplegt, vanuit zijn maatschappelijke positie, hoe gering, zowel op micro-, meso-, als op macroniveau steeds gebonden blijft (niet ondergeschikt) aan maatschappelijke ontwikkelingen. Voor deze maatschappelijke ontwikkelingen geldt dat ? omdat deze bestaat uit individuen en gemeenschappen - ze als bevestigende / afkeurende referentie geldt. De waarheid betekent niet dat het determinisme van de traditie(s) zonder meer wordt aanvaard, men zou dan onvoorwaardelijk aannemen dat de massa en het individu geen bewegingsvrijheden hebben want zij blijven gevangen in het net van de vier grote determinerende machten. De tijd zou alles zijn verloop geven. Het antwoord is de erkenning en bevestiging ervan, de ei s is verzet en last off ertegen en de strijd voor maatschappelijke verbetering. Is de toehoorder welbekwaam? Bij voorbaat richt J.Kruithof zich tot de juiste toehoorder omdat het over de massa zelf gaat die in haar belangen wordt gekrenkt. Ze zouden de waarheid moeten kennen omwille van het verduidelijken van wat hen in het algemeen aanbelangt alsook het in acht nemen van de actie die voor de vooruitgang van menselijk belang is. Hierbij willen we het volgende opmerken, wat ook J.Kruithofs positie onderstreept, dat men niet tot hen spreekt maar met hen . Toch zouden we de vraag kunnen stellen of deze massa in die mate correcte toehoorders zijn zodat zij de boodschap kunnen aanhoren en begrijpen ? in acht genomen het wezenlijke verschil tussen doorsnee burger en intellectueel. Zoals reeds werd aangeraakt is heden de werkende mens, in een kapitalistische wereld sterk gebonden aan het dictaat van het geld waarmee hij zijn lustdrang kan bevredigen ? zijn geluksstreven wordt zogenaam d bepaald door een subjectivistisch criterium . Men z! ou kunnen zeggen dat de mens te dom is om de macht die hij nodig heeft voor zijn streven naar ontwikkeling te kunnen controleren en naar behoren te kunnen volbrengen. Zoiets berust op een misvatting omdat het niet is bewezen. Ook het individu heeft er nog niet eens de kans tot toe gekregen. Dat houdt in dat ? zoals het in onze huidige democratie er aan toegaat ? de vele ijveraars ? voornamelijk de huidige machthebbers ? van een beperkte input ervan overtuigd zijn dat het individu, gemeenschap of maatschappij de macht niet kan, wil, of mag verwezenlijken . Natuurlijk kan hij ook in al zijn waardigheid misprijst worden aangezien men zegt dat die macht nodig is. Hierbij kunnen we opmerken dat de determinanten van de omkadering worden aanvaard, het individu wordt gereduceerd tot een ten alle tijden controleerbaar handelend wezen. Men zou het argument kunnen aanbrengen, wanneer men de menselijke verschillen in acht neemt omwille van de wezenlijke geaardheid dat men zich al dan niet tot een bepaald kennisniveau heeft ontwikkeld; dat het zich richten tot en spreken met de massa daarom gedoemd is te mislukken.
